Im in need of some opinions on the requirements for Dogging Licences.

NSW Workcover states that a dogging licence is required when a judgement needs to be used to sling up a load being hoisted.

Judgement Call: A ruling or decision on a matter that is not straightforward but that depends upon the judgement or evaluation of someone.

My understanding on this is that our workers don't need a dogging licence. If we supply our workers with chains that have been tested and tagged to lift things that have approved liffting points ie culverts with swift lifts, pipes with lifting points etc. For these items they do not require a judgement call as the lifting points are defined and straightforward.

If they are required to lift things that are complex / not straightforward (eg loads of reo, timber etc) that have no defined lifting points then a dogging licence is required.

In a media release from ACT Worksafe they specifically require a dogging licence when loads are required to be slung from excavators on construction sites when excavators are used to sling loads of pipes to facilitate their movement from one part of the site to another.

Ok from this I take it that a load of pipes is something that has no defined lifting points as it is multiple pipes. What about the slinging of singular pipes to lift them into position??

Most single pipes have defined lifting points or a installation guide from the manufacture stating how to lift them = Straightforward & therefore no dogging licence would be required??

Hey Regan, check out the latest news on the Worksafe ACT website about dogging... I think this clarifies a lot for us...

Yeah I tried to add that to this discussion but couldnt get it to work, I was speaking to Worksafe prior to this coming out and they had advised me that this was coming out and it was along the lines of what i had said above so its a good thing for us. No worries i hope that helped you out.
