Work Safety (National Code of Practice for the Prevention of Falls in General Construction) Code of Practice 2010 S6.7 Ladder-bracket scaffolds
Ladder-bracket scaffolds are constructed from single or extension ladders with brackets to support scaffold planks. Use only for very minor tasks where the worker cannot fall more than 2 metres.

Work Safety (National Code of Practice for the Prevention of Falls in Housing Construction) Code of Practice 2010 S3.2.2 Ladder-bracket scaffolds
Ladder-bracket scaffolds are constructed from single or extension ladders with brackets to support scaffold planks, and are to be used only for very minor tasks at heights less than 2 metres.
The Codes are advisory documents and it is with the above conflicting points in mind that I bring this to the forum for note.
Work Safety Regulation 2009
Regulation 78(2) A person commits an offence if -
(a) the person uses a ladder at a workplace to support planks for a working platform; and
(b) the ladder is not a trestle ladder
I interpret this to mean that the use of ladder-bracket scaffolds in the A.C.T is an offence under R78(2) carrying a maximum penalty of 30 penalty units.
