I just discovered a quote that I think is fitting with the emphasis on consultation in the new ACT legislation.
In the ustralian Industrial Relations Commission, Commissioner Smith said in defining consultation during a CAA - APS hearing in Melbourne on 12 March 1993:

"Consultation involves more than a mere exchange of information. For consultation to be effective, the participants must be contributing to the decision making process not only in appearance, but in fact."

Hi Tim,

I agree completely. I get very annoyed with the idea that consultation is a one way street. Too often I see example of consultation which is really top down communication

I think this is the point that the trade unions are trying to make currently in relations to model OHS laws. They are being heard but not engaged.
